The Environment Authority has launched in Muscat the national digital platform “Manakh” for managing and reporting climate change data. The platform serves as an integrated national system dedicated to managing emissions data and greenhouse gas inventories across the Sultanate of Oman.

The launch was held under the auspices of Dr Abdullah bin Ali Al Amri, Chairman of the Environment Authority.

Better Governance of Climate Data

The platform aims to enhance the governance of climate data by enabling government entities and facilities to input, collect and update emissions data and mitigation measures in a periodic and organised manner, contributing to improved data quality and accuracy.

The Environment Authority confirmed that the platform relies on the methodologies and guidelines approved by the Intergovernmental Panel on Climate Change (IPCC), ensuring data consistency and comparability in accordance with international standards.

Measurement, Reporting and Verification

The Authority added that the platform applies several methodologies for data reporting, measurement and verification, strengthening the reliability and transparency of national climate data. This is achieved through clear mechanisms for reviewing and verifying data, tracking sources and documenting them according to international best practice — a process that supports the efficient preparation of both national and international reports.

Manakh provides an integrated framework for inventorying and tracking greenhouse gas emissions across sectors, with the ability to measure the impact of mitigation measures and monitor progress toward national emission reduction targets.

Meeting UNFCCC Transparency Requirements

The platform also enables the preparation of national and international climate change reports and communications, including Biennial Transparency Reports (BTR) and National Inventory Reports, in accordance with the requirements of the United Nations Framework Convention on Climate Change — strengthening compliance with the Enhanced Transparency Framework.

For a country reporting into an increasingly demanding international system, that capability turns climate reporting from a periodic exercise into a continuous, auditable national process.

Supporting Vision 2040 and Net Zero

Manakh contributes to achieving the objectives of Oman Vision 2040 and to the implementation of the national net zero strategy, giving policymakers a single authoritative source for the emissions data that underpins target setting.

Climate data governance, transparency and reporting are among the technical themes on the agenda at Oman Climate Week 2026, taking place 14–16 September at the Oman Convention & Exhibition Centre in Muscat.
