The Environment and Natural Resources priority within Oman Vision 2040 seeks to establish effective, balanced and resilient ecosystems that protect the environment and sustain natural resources in support of the national economy.

The priority aims to strike a balance between environmental, economic and social requirements and to operate according to the principles of sustainable development — alongside providing high-quality, pollution-free environments, strengthening food and water security based on renewable resources and advanced technologies, and making optimal use of Oman’s strategic location and biological diversity.

Why the Priority Matters

The significance of this priority lies in its direct connection to the Economy and Development pillar, through guaranteeing the sustainability of natural resources. It also serves as the principal engine for emerging economies such as the green economy and the circular economy, in addition to its role in supporting the priorities of the People and Society pillar.

That positioning makes the environment a driver of diversification rather than a constraint on it — a framing that shapes how Oman approaches renewable energy, waste, water and land management.

Three Headline Indicators

The priority targets three main indicators: the Oman Water Index, the share of renewable energy in total energy consumption, and the Environmental Performance Index.

In its most recent reading, the Environmental Performance Index advanced six places compared with the results of the previous edition — an improvement that reflects progress across climate action, environmental health and ecosystem vitality, and provides an internationally benchmarked measure of the priority’s delivery.

Balanced and Flexible Strategic Planning

Delivery rests on strategic plans and programmes designed to be both balanced and flexible, so that environmental protection and resource sustainability can adapt to changing economic and climatic conditions. The approach ties national planning to Oman’s international commitments and to the Sustainable Development Goals, strengthening the Sultanate’s position as an active partner in responding to global environmental challenges.

The Road Ahead

As Oman moves through the current planning cycle, the emphasis is shifting from setting targets to demonstrating measurable outcomes across water, energy and environmental performance.

Those outcomes — and the policy, finance and technology needed to sustain them — form the core agenda of Oman Climate Week 2026, taking place 14–16 September at the Oman Convention & Exhibition Centre in Muscat.
